Hi Robert,

A +5 hp engine would be enough to get 30-40 mph. You would be best to
use a simple centrifical clutch for the kart - however to get 30-40
mph, it will be very slow taking off from a standing start, this is to
give the clutch time to get up to speed and click in fully.
The ratios you are talking about are 1: 4 or 1:5, depending on what
diameter the wheels are. The bigger the rear wheel the lower the ratio
- i.e. large wheels over 12" (300mm) = 1:5.
