No. The plans on www.kartbuilding.net are mostly in Millimeters.
There are 25 Millimeters in 1 inch.

Therefore if you divide the measurements in the kart plans by 25, you will 
have the converted measurements in inches.
You can also use google.com to convert the measurements to inches.
