Thanks for your email.
It may be possible to use copper piping for the steering column, however I
don't think it will be strong enough to last a long time.
The forces in a steering column can be quite high, especially if you have
large wide front wheels. When the kart is stopped, it can be quite
difficult to turn the steering wheel to turn the front wheels. I myself
would be afraid that the copper piping may not be strong enough if a
person goes too hard.
Now it may work, but I would be cautious.
Is there a reason you want to use copper pipe? Typically I found it easy
enough to work with steel pipe.
