Hi Barbara,

Below are some sources for wheels. Hopefully this will help.
Note: you can "make do" if your front wheels are smaller than the rear 
wheels.
If you are patient and look around enough you should come across some old 
wheels from scrap trolleys/lawnmowers etc. for free.

1. Small Childrens Bicycles.
