Hi Grant,
Yes, you could bolt together square tubing to form the frame of the kart.
(Round circular tubing would not work bolt together well)
However there are certain parts you are going to need to get welded. Such
parts would be the steering arms (king pin posts):

I would go for a standard ladder type chassis frame, using 1" (25mm) box
iron tubing. Id use 8mm High Tensile Steel Bolts (8.8 should be stamped on
the head of the bolts). Use "nyloc" nuts which have a plastic insert so
the nuts wont loosen themselves.
