Hi Ryan,

The steel would probably cost €50. If you buy the wheels new - they'll
cost perhaps €40 each. You should try and look for similar wheels from
an old trolley or cart.
Apart from the wheels and the steel, a chain and two sprockets, some
bearings for the rear axle ( again try and look for old bearings from an
old trolley, or use cheap bushings instead -> see bottom of
http://www.kartbuilding.net/Freeplans/axle.htm ) The bearings could cost
€30 each for the rear axle - pillar bearing type.

At a budget and using as much second-hand parts as possible, you'd make
the kart for between 100-200 euros.
