Hi,

I dont have plans for a two-seater kart on my website. You could easily 
modify the plans for the off-road kart ( 
http://www.kartbuilding.net/Freeplans/plans.htm ) and make it wider, to 
accomodate two seats.
There was a fellow kartbuilder who managed to make a two-seater kart. A
