Hi Kris,

Your best bet is to use a "centrifical clutch". This bolts onto the
drive shaft of the engine. It operates itself automatically. When the
engine speeds up the clutch kicks in.

If you are using a "belt and pulley" setup then you will need to use a
3rd pulley wheel operated on a lever that moves the 3rd freely
spinning pulley wheel in or out against the drive belt in order to
tension/ loosen the drive belt thus either driving the rear wheels or
not.
