Hi,

If you are talking about a "Clutch", then it depends on how you are
driving the kart. By Chain? By Drive Belt?
If it is using a Drive belt, then it can be done.
Check out these photos:

There are also details on these websites:

Basically, you setup a driver pulley wheel on the engine, a driven pulley
on your rear axle. Leave the belt loose on these pulley wheels. Then put a
3rd pulley wheel - on a LEVER which can be moved in against, and away from
the drive V belt. When the lever with the 3rd pulley wheels is moved
against the drive belt - the belt tensions up and grips the driven pulley
wheel and the kart moves forward.

If you are using a Chain drive, then you can adapt a "CENTRIFICAL CLUTCH"
from a petrol chainsaw to drive a Kart Chain.

Best of Luck,
-steve
