Hi Mike,

Typically a Cart/Kart would cost around 100 Euros for the materials and
fastners etc. The engine and wheels cost typically cost another 100-150
Euros.
It is possible to cut a lot of costs however by using an old engine, and
using wheels off an old hand trolley or something similar. I started
making karts very cheap using wood and other common materials. As the
design and revisions of my karts grew, I managed to buy an engine and
bearings.

This page:
http://www.pearsoned.ca/school/ontariopearson7and8/sciencetech/video4.html
contains some good information on different methods to making a Cart from
household materials, e.g. tubing etc.

Apart from that, the www.kartbuilding.net has lots of more info on cart
building.
If you have any specific questions, just email them on.

Best of Luck,
-steve
