Yes - I have myself used a suffok punch lawnmower engine.

Does it have a horizontal output shaft? It is, it is ideal for use on a kart.

As for starting to make a kart, after the engine, you need wheels. If you 
can get 4 wheels and some timber you can make a basic kart similar to:
