Hi Scott,

The easiest way to make a vertical engine drive a simple go kart is to use 
a belt drive and pulleys.

The following website describes the method used to convert the rotation 
from a vertical shaft (from a lawnmower) to a rear axle:

You can get old drive pulley wheels from the fan belt system in car 
engines and even old washing machines (albeit the latter are a bit too light for a gokart).

The more complicated method then of making a vertical engine drive a kart 
is to get a gearbox from a tractor/ride-on lawnmower and set it up using 
chains and sprockets.
