Im afraid that I dont have the plans of that particular kart (as in the 
attached photo). The majority of the parts used on that kart came from a 
"Golf Kart", so I suggest you try and get an old/used Golf Kart, and adapt 
it to suit.

Apart from that, I dont have any more insight into that particular kart.
