Hi Joel,

Yes! The plans on making a kart with a vertical lawnmower engine, in which 
the engine can be running while the kart is stopped can be found on the 
kartbuilding website at:

Page 18 of the Master PDF Document on the above link has the details for 
the Belt Tensioner/Clutch which can be used to allow the kart to stop/take 
off while the engine is allowed to run.
