Hi,

For making a mainly metal kart - it would cost €100 for the materials,
covering raw metal, welding rods, angle grinder discs, nuts & bolts &
washers. The bearings may/may not be covered in this price.

For making the wooden kart - yes it would work. Ideally you would have
the wood for the kart already to hand and wouldn't need to buy near as
much.
A wooden kart would work - basically it is a complete wooden kart all
working and everything with brakes etc, and simply attaching a SMALL
engine to rotate the rear axle.
