Hi Chris,

Tools are easy:
Hand Drill and bits,
Small Angle Grinder
Welder
Hack Saw
Vise Grips
Socket set and spanners
Tape measure
and other small hand tools etc.

As regards materials, there's no definate list. There are two sets of
plans on my website, so I cant say directly. Im not sure anyways for
either kart.
I used 20ft of 25mm gun barrel (outside dia. pipe)
1ft 20mm gun barrel (outside dia. pipe)
5 ft flat steel, 5mm X 25mm

That ought to get you well on the way.
