Ideally you would have 4 wheels that are on this B&Q Trolley:

It would take 2 of them trolleys for the 4 wheels. That would be £44 (UK
Pounds). You could potentially use some of the metal frames for part of
the kart.
Apart from that trolley and its wheels I could not find anything more
suitable in the B&Q website store.
Wheels from a wheelbarrow are another option for a kart. Apart from that
you might be able to get old bicycle wheels from a childrens bicycle
that might suit. The wooden kart plans on kartbuilding.net use small
wheels with spokes from small kids bikes.
