Hi Ivan,

An Engine of 8.2bhp with a minimum of 110cc.

That sounds to me like it is suggesting a standard 4 stroke engine of
around 6 or 8hp (brake horse power is at the rear axle. Engines
themselves are typically rated in HP) with 200cc.

For example, I use two-stroke engines from small motorbikes for my
go-karts. These have a manual clutch and 4 gears. The engine is
two-stroke, 100cc and a hp of 11.5.

I suggest you consult your rulebook again.
See if it requires either a 2 stroke or 4 stroke engine. See if it can
allow a clutch or gears.

It probably is suggesting a "standard" 4-stroke engine like on:
